Dr. Kang Tong Hum, Malaysian, aged 54 is currently the General Manager of Railway Assets Corporation, a statutory body under the Ministry of Transport. He is married with three children.

Dr. Kang started his career in the public service as an Administrative and Diplomatic Officer in 1992 and held several positions including as the Assistant Secretary at the Ministry of Defence, Principal Assistant Director at the ePerolehan Unit, Ministry of Finance, Senior Principal Assistant Director at the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU), Prime Minister’s Department, the Director of Accreditation Division (Engineering and Built Environment), Malaysian Qualifications Agency (MQA), Deputy Director, Economic Planning Unit (EPU), Prime Minister’s Department and Deputy Under Secretary, Corporate Strategy and Communication Division, Ministry of Finance.

Dr. Kang holds a PhD in Management from Universiti Putra Malaysia, Master of Science in International Resource Planning and Management from Naval Postgraduate School, Monterey, United States of America, Diploma in Public Management from the National Institute of Public Administration and Bachelor of Social Science (Development Studies) from Universiti Sains Malaysia.
